Professor Henning Meyer is a Senior Associate with actoRx. He specialises in public policy, political economy, (digital) transformation processes and (nonmarket) strategy, providing expert consulting services to public and private sector clients. With a strong background in academia and extensive experience in government and business, he has advised on a wide range of strategic and policy issues globally. He is Honorary Professor of Public Policy and Business at Eberhard Karls University of Tübingen and Research Associate at Cambridge University‘s Centre for Business Research.

Previous Positions
Prior to returning to the consultancy business, Professor Henning Meyer served as Chief of Staff and Director General for Policy and Coordination at the Saarland Ministry of Finance and Science. During the COVID pandemic, he was the first Fellow of the German Federal Ministry of Finance and, in this role, developed and implemented several crisis response policies, including a multibillion Euro fund that served as an insurance substitute. Before his government roles, Henning Meyer founded an award-winning publishing and consulting business in London, which he later moved to Berlin.
Education
Dr Henning Meyer was educated at Trier University, London Guildhall University (MA), London Metropolitan University (MBA and PhD) and University of London (MSc). He also holds an Oxford Diploma (PgDip) in Global Business from the University of Oxford.
